Complying with the Law

General fire safety in non-dwellings in England and Wales is governed by The Regulatory Reform (Fire Safety) Order 2005 (RRO).

In Scotland, requirements on general fire safety are covered in Part 3 of the Fire (Scotland) Act 2005, supported by the Fire Safety (Scotland) Regulations 2006.

Under The Health and Safety at Work Act 1974 it is the duty of every employer to ensure the health, safety and welfare at work of all employees, including fire safety.

Enforcement of the law is mainly the responsibility of local fire and rescue authorities. Their powers include the authority to prevent access to premises in breach of the law. HSE also has enforcement responsibility on nuclear sites, construction sites and on ships under construction or being repaired.
