Through our Tier 1 facilities management client, phs Compliance self-delivered comprehensive project services for replacement emergency lighting across a large fully operational RAF base. 

As a high priority project, several thousand emergency lights required replacement, commissioning and re-test across a wide range of air-side operational areas as well as accommodation and administration blocks. 

174 buildings were thoroughly surveyed by phs Compliance. Following close working with site representatives, works access was facilitated for specific replacement tasks for multiple and varying emergency light fittings.

phs Compliance delivered carried out all work effectively, on time and within MoD budget. Military operations within critical and complex infrastructure suffered no loss of functionality throughout the project. 

With high-calibre security-cleared engineering teams capable of working autonomously and in close collaboration with stakeholders, phs Compliance ensured that emergency lighting at a key operational base for UK defence forces is fully compliant with BS 7671 obligations and will remain in optimal working order for a minimum of five years.


Phase one of the project focused on inspecting, repairing and certifying compliance for a large set of failed emergency lighting units. Phase two replaced standard fluorescent emergency lamps with LED fittings. Not only do LED components deliver greater energy efficiency and cost savings resulting from reduced maintenance requirements and an extended life cycle, lux levels are significantly improved in the event of an emergency evacuation.

MoD security clearances were required for all phs Compliance staff on-site, project management and engineering capability alike. Clearances were sought in advance of works being scheduled to avoid any delay in works commencing. Air-side driving permits were also required, and we ensured all air-side training course certificates and air-side insurance documentation were provided at contract commencement.

Dedicated resource was committed to our client site throughout project works, including supervisory and project management capability to control risk assessment at the point of work and to manage customer expectations on start and completion dates for each building. Weekly project update meetings were held with our client and site representatives to review progress and identify any potential risks to completion.
